He Guoqiang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, has urged governments and people in Heilongjiang Province, an industrial and grain production base of China, to tap its unique potentials for a "leapfrog development."

中共中央政治局常委、中央紀委書記賀國強敦促黑龍江省政府和人民利用黑龍江獨特的潛能實現(xiàn)“跨越式發(fā)展”。黑龍江是我國的工業(yè)和糧食生產(chǎn)基地。

在上面的報道中，leapfrog development就是“跨越式發(fā)展”。leapfrog一詞的原義是“跳背游戲”，在這里是比喻用法。我們在形容迅猛發(fā)展時也常用develop by leaps and bounds(突飛猛進地發(fā)展)這個表達。

要實現(xiàn)“跨越式發(fā)展”，就需要把speed up the transformation of the economic growth pattern(加快經(jīng)濟發(fā)展方式轉(zhuǎn)變)， maintain a stable and relatively rapid development(保持經(jīng)濟平穩(wěn)較快發(fā)展) 以及 rejuvenate the old industrial base(振興老工業(yè)基地)這三項工作有機結(jié)合起來。

有的領(lǐng)域適合突進式發(fā)展，而有些領(lǐng)域則適合progressive development(漸進式發(fā)展)，關(guān)鍵是要堅持Scientific Outlook on Development(科學發(fā)展觀)，實現(xiàn)sound and fast development(又好又快發(fā)展)。
